In order to promote the use of intelligent transport systems, the European Union has adopted Directive 2010/40/EU of 7 July 2010 by the European Parliament and the Council.

The Directive provides for the offering of multi-modal travel information services across the entire Union in line with common European standards. Delegated Regulation 2017/1926 from the European Commission stipulates in this regard that Belgium, as with the other member states, must create a national access point for passenger transport information. All owners of such data are in turn required to make their datasets available via this access point. This would include in particular transport authorities, transport operators, suppliers of demand-responsive transport and infrastructure managers. The Regulation also stipulates a calendar, which varies according to the nature of the data (in terms of how detailed the information must be) and according to whether the transport activity takes place on the main network or outside it (in the latter case, the owner is not required to be compliant until 1 December 2023).
