Declaration of compliance
The Delegated Regulations EU 2017/1926, EU 2015/962, EU 886/2013 and EU 885/2013 state that:
- all the NAP ITS data and service providers for MMTIS, RTTI, SRTI, SSTP;
- all digital map producers that disseminate RTTI related data;
- and all broadcasters that disseminate SRTI related data and information;
must submit a Declaration of Compliance for the respective Delegated Regulations.
This page gives a detailed overview of whom must register a declaration of compliance, for which European Delegated Regulation and how this should be done.

For every NAP type your organization registers datasets and/or services on the NAP ITS, it has to submit a Declaration of Compliance. Additionally, some data users need to submit a Declaration of Compliance on the NAP ITS. Content on the NAP ITS can be grouped into four NAP types, each based on a European Delegated Regulation:
Each of these Delegated Regulations separately define the actors that need to submit a Declaration of Compliance on the NAP ITS. This information has been summarized for you in the table below:

You can submit a Declaration of Compliance for every NAP type on the level of your organization. The submission procedure differs depending on the NAP type.
For MMTIS you need to follow these steps:
- Log in on www.transportdata.be with your personal account and make sure that you are an “admin member” of the concerned organization.
- Navigate to your organization and select the About tab.
- Click on Manage in the upper right corner.
- Scroll down to the bottom of the metadata form to the section “Declaration of Compliance”.
- Here you see the title “Declaration of Compliance MMTIS”.
- Under this title you can check the box “I hereby declare to be in compliance with articles 3 to 8 of the European regulation (EU) 2017/1926 for the datasets and services registered by my organization for the NAP type MMTIS”.
- In case that you cannot yet declare to be compliant with the European regulation (EU) 2017/1926 for the datasets and services registered by your organization for the NAP type MMTIS, you can indicate this. A textbox gives you the possibility to clarify your reason for not submitting. Since it is mandatory to be in compliance with the delegated regulation and to submit a self-declaration, please make sure to be in compliance as soon as possible and change this field.
- Attention: keep in mind that registering a new dataset or service might require submitting an additional declaration of compliance for your organization for the specific NAP type or an update of the existing declaration of compliance for your organization.
For RTTI, SRTI and SSTP the procedure differs from MMTIS, you need to follow these steps:
- Download the Declaration(s) of Compliance template(s) that applies to your organization (see below).
- Fill in this form for your organization. If necessary, an organization can modify the proposed template so that they are in compliance with what is declared. The form may be filled in digitally or manually.
- The filled in form must be signed by an authorized representative of the organization. This can be a digital signature or a manual signature.
- Digital signature: safe the word-document as a pdf-document and sign the document with your eID.
- Manual signature: manually sign the printed document and scan the signed document as a pdf.
- Log in on www.transportdata.be with your personal account and make sure that are an “admin member” of the concerned organization.
- Navigate to the organization and select the About tab.
- Click on Manage in the upper right corner.
- Scroll down to the bottom of the metadata form to the section “Declaration of Compliance”.
- Here you see the titles “Declaration of Compliance RTTI”, “Declaration of Compliance SRTI” and “Declaration of Compliance SSTP”.
- Upload the signed pdf-document of the Declaration of Compliance under the respective title.
- Attention: keep in mind that registering a new dataset or service might require submitting an additional declaration of compliance for your organization for the specific NAP type or an update of the existing declaration of compliance for your organization.
